SMARTBEACON settings for multiple channels

Currently, SMARTBEACON settings are applied globally across all channels.
Request this be changed to allow different SMARTBEACON settings for each channel.
Suggest the "sendto" command be added to SMARTBEACON, like it is for TBEACON.

Alternative implementation would be to add the SMARTBEACON settings to the TBEACON configuration line for each channel

A workaround for this would be to run multiple instances of direwolf with each one using the configuration you wish. The downside of this will be that you must dedicate one sound device per direwolf instance but USB devices are quite inexpensive
