It seems Filters are not inspecting third party packets when digipeating RF to RF
We have a nearby igate which sends objects from RF to IS with 2 hops.

I want to filter these objects out, as they do not make sense for users in our area. A repeater object does not make any sense 250km away.

So far so good, I have setup following filter
FILTER 0 0 ( ! t/oit )

Expected result is that the object held in the 3rd party frame do not get digipeated.
Actual result is: the object gets digipeated.

Only budlist and type filter seem to be affected
