Request: Channel specific IL2P configuration

Reference the version 1.7 revision history here and analysis here, the current method of enabling IL2P by adding '-I 1' to the command line supports only the first channel

This enhancement requests the ability to configure IL2P on a channel specific basis, enabling:

1. IL2P to be configured on any channel, not just the first
2. IL2P to be configured on more than one channel
